The Business requirement for PRN'S was born out of a European Community directive on Packaging and Packaging Waste. This directive required member states to bring legislation into force to achieve certain targets for the recovery and recycling of packaging waste by 30th June 2001.

The UK has addressed this requirements of this directive by introducing the Producer Responsibility Obligations (Packaging Waste) Regulations 1997.

These packaging waste regulations are enforced by the Scottish Environmental Protection Agency (SEPA) in Scotland, the Environment Agency (ESA) in England & Wales and the Northern Ireland Environment and Heritage Service in Northern Ireland.

For many business obligated under these regulations the most realistic option is to purchase PRN'S, or more simply put, to transfer their responsibilty to achieve recycling targets to another company.

The role of PRN Brokers is to assist businesses with both the sourcing of competitively priced Packaging Recovery Notes and also the transer of their recycling target responsibility.
