Under these Regulations certain businesses are required to recover and recycle packaging waste in the UK.

Your company / group of companies will be affected if you meet the following criteria :

  • Your company / group of companies turnover exceeds £2million and
  • Your company / group of companies handle over 50 tonnes of packaging annually

You may choose to register with the appropriate agency,pay their fees and purchase your PRNs in the market place. We can assist you with relevant practical advice on dates, preparing your operational plan, purchasing your PRNs and assisting you to work out your obligation.

The Packaging Chain

Under the 1997 Packaging Waste Regulations a packaging chain was established and businesses within the packaging industry are categorised and allocated a recycling obligation, as shown below :

Activity : Manufacturing
Definition : Person who manufactures raw material for packaging
Legal Obligation : 6%

Activity : Converting
Definition : Person who uses or modifies packaging materials in the production or formation of packaging
Legal Obligation : 9%

Activity : Pack / Filling
Definition : Person who puts goods into packaging
Legal Obligation : 37%

Activity : Seller
Definition : Person who supplies packaging to a user or a consumer of that packaging, whether or not the filling has taken place at the time of supply
Legal Obligation : 48%

The regulations define packaging as:

All products of any nature of any materials to be used for the containment, protection, handling delivery and presentation of goods, from the producer to the user or the consumer including non-returnable items used for the same purposes but only where the products are :

  • Sales packaging or primary packaging
  • Grouped packaging or secondary packaging
  • Transport packaging or tertiary packaging.

The following materials are classified as packaging materials.

Plastic – Aluminium – Glass – Paper / Card – Steel – Wood ( and other materials such as cork, textiles and wax).
